The DMA chip is probably bad. Since this chip is usually permanently soldered into the motherboard, you'll likely to have to replace the whole motherboard. There is a remote possibility that a bad expansion card is grabbing hold of one of the DMA lines and not letting go; you could try removing all cards except for the video card and seeing if the error persist.
